Stuck at boiler, got all valves pointing to the right but when i try to fire up the boiler it still says i need water 1st, what am i missing?

Messed up ending! Omg! Loved it! Try to beat this game guys! Will admit graphics are blotchy at times, but other wise a fantastic game.
