After you have installed this live wallpaper, you can enable it by long-pressing on the home screen and selecting Wallpaper, then select Live Wallpaper, and then select Smiley Face Live Wallpaper. That's it!
Note that this does not drain your battery much because it will pause when you can't see it :-)
