3) For some users in some time zone, recurring events time are shift by 1 or 2 hours, this is due to the DST issue.

This is the solution provided by our customer and it works:
* Outlook -> Calendar -> Options-> Calendar Options-> Time Zone-> Tick box to "adjust for daylight options".
* Android -> Settings -> Date & Time -> Tick box for Automatic, use network provided values.
